去年和前年,市府召开的市教育工作会议,对全市的教育工作确定了“理顺体制、搞活机制、增加投资、提高师资、加强法制”的指导思想。两年来本市教育管理体制加快实现“两级政府、两级管理”并积极探索在中、小学建立与市场经济发展相适应、具有中国特色、上海特点的学校内部管理体制,随着事业单位劳动人事制度改革的进一步深化,如何建立与人才市场和社会保障体系相适应的学校内部管理体制,是各级教育行政部门和学校领导面临的新课题。下面,我就如何进一步加快本市中小学内部管理体制改革讲三个问题:
Last year and the year before, the municipal education conference held by the municipal government defined the guiding ideology of “reorganizing the system, invigorating the mechanism, increasing investment, improving teachers, and strengthening the legal system” for the city’s education work. In the past two years, the city’s education management system has accelerated the realization of “two levels of government and two levels of management” and actively explored the establishment of an internal school management system in China’s primary and secondary schools that is compatible with the development of the market economy, with Chinese characteristics, and Shanghai’s characteristics. With the further deepening of the personnel system reform, how to establish an internal school management system that is compatible with the talent market and social security system is a new topic faced by education administrators and school leaders at all levels. Below, I will discuss three issues on how to further speed up the reform of the internal management system for primary and secondary schools in this Municipality:
