“灵活运用高度自治权,大力发展旅游、教育和医疗等优势产业,进而发展成为人们所期待的和平繁荣自由岛。”这是7月1日济州特别自治道(相当于中国的省)成立仪式上,韩国总理韩明淑等3500多人所听到的卢武铉总统通过视频送出的祝愿。济州岛风景秀丽,亦是韩剧取景的热门地点。在人气韩剧《大长今》中,闵大人和长今一起漫步的海滩,便位于济州岛。但是,“旅游胜地”或“和平繁荣自由岛”显然都不是济州和韩国政府的最终目标,《韩国先驱报》的一篇评论点出了济州的野心:济州要成为中国香港那样的大城市。
