目的:分析浦东新区卫生监督派出机构人力资源配置情况、公平程度,为进一步优化卫生监督人力资源配置提供参考。方法:利用Lorenz曲线、Gini系数,对全区10个卫生监督派出机构人力资源配置现状进行调查分析。结果:2011年至2012年,浦东新区卫生监督派出机构人力资源总量在人口配置上的基尼系数分别为0.198、0.178,均在0.2以下,为最佳的平均状态;在按工作量配置上的基尼系数分别为0.257、0.184,都处于最佳的平均状态;在按区域面积配置上的基尼系数分别为0.322、0.347,也在较为合理的范围内,但是按区域面积配置的公平程度要低于按人口、按工作量配置的情况。结论:派出机构卫生监督人员总数不足,人力资源配置的地理可及性有待增强。
PURPOSE: To analyze the human resources allocation and the degree of fairness of the health supervision agencies dispatched in Pudong New Area and provide reference for further optimizing the human resources allocation of health supervision. Methods: The Lorenz curve and Gini coefficient were used to investigate and analyze the present situation of human resource allocation in 10 health supervision agencies in the whole region. Results: From 2011 to 2012, the Gini coefficients of population distribution of the total number of human resources dispatched by health supervision agencies in Pudong New Area were 0.198 and 0.178, both of which were below 0.2, which was the best average condition. In terms of workload allocation The Gini coefficients were 0.257 and 0.184, respectively, which were in the best average condition. The Gini coefficients of 0.322 and 0.347 in the area were also within the reasonable range, but the fairness by region size was lower than According to population, according to workload configuration. Conclusion: The total number of health supervisors in the sending agencies is insufficient and the geographical accessibility of human resources needs to be enhanced.
