为实现到本世纪末经济建设的宏伟目标,在“七五”期间和今后一个相当长的时期内,我们必须在推进企业管理现代化的同时,推进设备管理现代化。我认为,推进企业设备管理现代化,一定要从我国的国情出发,把总结自己的经验和学习国外的先进经验结合起来,逐步向着现代化管理目标前进。 那么,我国的国情是什么呢?从冶金专用设备现状的工业普查结果来看,183个钢铁企业的主要生产设备,国内一般水平的占41%;国内落后水平的占49%;国际先进水平的不到10%。由此可见,不少冶金设备是陈旧的,技术是落后的。从管理方面看,过去很长时间我们是学习50年代苏联的一套设备管理制度,现已远远不能适应现代管理的要求。技术基础落
