国务委员李铁映同志在同参加1990年全国卫生厅(局)长会议的代表座谈时指出,要健全完善医院综合目标管理责任制。我们编发本文的目的在于认真总结医院实行承包经营责任制的利弊,旨在为医院实行综合目标管理责任制提供有益参考。
State Councilor Comrade Li Tieying pointed out during a discussion with representatives of the National Health Department (Bureau) meeting in 1990 that it is necessary to improve the comprehensive responsibility management system for hospitals. The purpose of this paper is to carefully summarize the advantages and disadvantages of the hospital’s contract responsibility system and to provide a useful reference for hospitals to implement an integrated target management responsibility system.
