国有投资公司主要分为三种类型,一是政策型,业务范围以纯公共产品和政策性任务为主;二是盈利型,业务范围以盈利性项目为主;三是政策盈利兼顾型。企业基因重组应遵循“差别定位,分类重组”的原则,有针对性地进行重组。主要对策是:(1)差别化确定基因重组愿景、企业绩效及关键要素;(2)制定基因重组方案,实施分类重组。基因重组方案内容包括:完善治理结构和产权结构;调整投资领域,完善投资机制;建立市场化融资机制,拓宽融资渠道;规范和加强企业内部管理。
State-owned investment companies are mainly divided into three types, one is policy-oriented, the scope of business is purely public goods and policy-based tasks; the second is profit-oriented, the business scope is mainly profit-making projects; the third is policy-oriented profitability. Enterprise gene recombination should follow the “differential positioning, classification and reorganization ” principle, targeted reorganization. The main countermeasures are as follows: (1) To differentiate the vision of gene recombination, enterprise performance and key elements; (2) To formulate genetic recombination programs and implement classification and reorganization. The contents of the genetic recombination program include: improving the governance structure and property rights structure; adjusting the investment field and perfecting the investment mechanism; establishing a market-based financing mechanism to broaden the financing channels; and standardizing and strengthening the internal management of the enterprise.
