高技术产业是国民经济的战略性先导产业,从其各行业与GDP的灰色关联度来看,高技术产业各行业对国民经济增长确实具有较强的带动作用,但在高技术产业高增长的同时,各行业运行效率不一。其中,航空航天器制造业和电子及通信设备制造业没有实现DEA有效。从动态效率来看,这两个行业的Malmquist生产力指数分别为11.5%和20.3%,说明它们的运行效率在逐步改善。尽管高技术产业的整体运行效率在不断提升,但行业整体运行效率的增幅(9.50%)远远小于同期高技术产业增加值的增长速度(22.81%)。由此可见,高技术产业发展仍然以粗放式发展为主,产业运行效率有待提升。为此,需要针对不同行业,有针对性地进行制度创新,促进各行业提升运行效率。
