国有企业改革进入攻坚阶段,其中要解决的一个大难题就是政企分开。笔者认为要解决政企分开关键是政资分开。因此首先要进行产权制度改革,实现国有所有权明晰化和多元化,要明确界定国有企业的产权,确立国有企业的法人地位,在此基础上解决重组国有产权的问题,吸收多种社会资本和机构成为国有企业的投资者,实现产权主体多元化。 (一)加强所有制结构调整,传统国有企业必须从竞争性领域撤退出来。
