2004年少先队工作的指导思想是:以“三个代表”重要思想为指导,深入学习贯彻党的十六大和十六届三中全会精神。落实共青团十五大提出的任务,适应完善社会主义市场经济体制的新形势和教育改革发展的新要求,以体验教育为基本途径,切实加强少年儿童思想道德教育,大力培养他们的创新精神和实践能力,努力提高他们的综合素质,进一步加强自身建设,增强少先队组织的吸引力、凝聚力和影响力,肩负起培养全面建设小康社会、实现中华民族伟大复兴的合格建设者和接班人的神圣使命。
