测量是人类感知客观世界、定量认识客观量值的唯一手段, 是人类认识自然、改造自然的基础,也是人们从事科研、生产的前提。在对客观量值进行测量的过程中,其测量的准确程度将直接影响人们对客观存在的认识与判断。如果测量的准确度不明,其测量结果的实际意义会大打折扣,甚至会失去其应用价值。因此对测量结果准确度进行评估,是测量必不可少的附属工作。本文作者针对以国际计量局(BIPM) 等七个国际组织1993 年制定的“测量不确定度表示指南ISO1993(E)”中存在的问题, 从理论上论证了可以提出一个概念明确、易于广泛推广执行且规范化的测量准确度评估方法
Measurement is the only means by which human beings perceive the objective world and quantitatively understand objective values. They are the basis for mankind’s understanding of nature and the transformation of nature. It is also a prerequisite for people to engage in scientific research and production. In the process of measuring the objective value, the accuracy of its measurement will directly affect people’s understanding of the objective existence and judgment. If the measurement accuracy is unknown, the actual significance of the measurement results will be greatly reduced, or even lose its value. Therefore, the accuracy of the measurement results to be assessed is an essential adjunct to the measurement. The author of this paper aims at the problems existing in the Guide to Measurement Uncertainty Indication (ISO1993 (E)) formulated by seven international organizations such as the International Bureau of Weights and Measures (BIPM) in 1993, and theoretically demonstrates that a concept that is clear and easy to widely popularize Implementation and standardization of measurement accuracy assessment method
