近年来,越来越多的内地孕妇闯关到香港产子(其父母均非香港永久性居民)引起的一系列问题,如使香港公立和私立医院产房都供应紧张,引起香港人对内地人不满情绪等,社会将此称之为“双非问题”。“双非”问题是一个关涉香港基本法的问题,也是困扰香港政务的一个难题。它的有效解决影响到香港与大陆之间的和谐发展。其产生根源可归咎为立法技术和法律解释等方面原因。因此,本文试图从法律层面上探析并为其探寻解决的方案。

Its effective solution has affected the harmonious development between Hong Kong and the mainland. Its root causes can be attributed to the legislative technical and legal explanations and other reasons. Therefore, this article attempts to explore from the legal level and explore solutions to them.
