近年来,理论界从规范和实证两个方面对政府绩效评估进行了有价值的研究。现对研究成果作一反思,并提出今后研究必须深化的四个方面的内容。一是必须着力加强政府绩效评估的逻辑基础的研究。二是必须着力加强政府绩效评估中一级政府、政府职能部门、政府公务员绩效评估的区别性与关联性的研究。三是必须着力加强政府绩效评估的社会生态环境的研究。四是必须着力加强政府绩效评估中政府能力、政府部门能力、公务员能力与领导干部提拔重用的相关性研究。
In recent years, theorists have done valuable research on government performance evaluation from the aspects of norms and evidences. Now I make a reflection on the research results and put forward four aspects that must be deepened in the future. First, we must strive to strengthen the government’s performance evaluation of the logical basis of the study. Second, we must focus on strengthening the study of the distinctions and correlations of the performance appraisal of the first-level government, government departments and government civil servants in the government performance appraisal. Third, we must make efforts to strengthen the study of the social and ecological environment of government performance evaluation. Fourth, we must focus on strengthening the government performance evaluation of government capabilities, government departments, civil servants and cadres to enhance the relevance of the promotion of research.
