客运专线建设所采取的融资方式首先取决于政府规划下的客运专线发展模式。我国客运专线发展模式包括单线模式、整体模式、区域集成模式和网运分离模式。在单线模式下,客运专线的建设融资有三种形式,即政府融资、私人融资和合作融资。对于这三种形式,BOT和ABS都是可选融资方式。整体模式和区域集成模式具有更多的融资选择,如BOT、ABS、BTO、TOT等。在网运分离模式下,客运专线融资可由路网公司、沿线地方政府等分担建设成本。要顺利实施这些融资方式,还需要政府发挥宏观调控功能,建立相关法律法规,并真正确立客运专线公司的市场主体地位。
The construction of passenger dedicated line of financing taken first depends on the development of passenger transport line under the government planning mode. The development model of China’s passenger dedicated line includes single-line mode, overall mode, regional integration mode and network transport separation mode. In the single-line mode, the construction of passenger dedicated line financing has three forms, namely, government financing, private financing and cooperative financing. For all three forms, BOT and ABS are optional financing options. The overall model and regional integration model has more financing options, such as BOT, ABS, BTO, TOT and so on. Under the mode of network transportation and separation, the financing of passenger dedicated lines can be shared by road network companies and local governments along the cost of construction. To smoothly implement these financing methods, we also need the government to give play to its macro-control functions and establish relevant laws and regulations, and really establish the market dominant position of the passenger dedicated line companies.
