城镇住宅用地70年期满自动续期,面临缴费续期和免费续期的矛盾抉择。免费续期若付诸实践,将会产生五大矛盾,实施土地分类管理可以化解这些矛盾。自住的住宅用地定额内免费续期,超过定额的须按年缴费续期。这是信守“自动续期”法定承诺、保障全体市民居住权益的需要,也是维护社会公平、强化建设用地调控、完善土地有偿使用制度、实现城市可持续发展的科学选择。
Urban residential land renewal period of 70 years automatically face the renewal of fees and free renewal of contradictions. Free renewable if put into practice, there will be five major contradictions, the implementation of land classification management can resolve these contradictions. Self-occupied residential land quota for free renewal, more than the amount of fixed annual fee to be renewed.
