1.问题提出 对于具有一定地理位置优势,争取开拓海上中转业务的中转港,海上集疏运通道建设的核心是建立干支线船中转网络。干线船挂靠大型码头,通过支线船网络将干线船的服务延伸到支线港。支线船网络对于干线船公司和干线中转港是十分重要的。支线网络搭建必须具备必要基础和解决几方面问题:一是干线港和支线港的海上通道的时间和成本要优于干支线港间的陆上运输通道;二是支线船应提供公共支线服务,以解决单船公司服务有限的问题,并且支线运输服务体系必须建立起来;三是国内中转市场的形成和发展还有待于法规的支撑和约束。
