一、工会财务改革取得很大成果 1.经费收入稳步增长。从1986年开始,全总对各省级工会实行了《核定上解定额,超额回拨》的改革方法,调动了各级工会的积极性,加之工资总额的逐年增长,使全国工会经费的收入稳步增长。实践证明改革是成功的,它不仅促进了经费的收解,而且推动了工会财务各项工作的发展。 2.在财务管理上试行了分类指导。全总财务部对各省级工会区别情况制定了一定三年的《关于改革全总经费收解、补助的试行办法》,即对新疆、西藏、青海、宁夏四省区实行“定额补助”;对贵州、甘肃、海南三省实行“足额上解,全额回拨”,对其它省级工会实行“超额回拨”。这一改革,鼓励了经费比较
