近几年来,乡镇企业有了较大发展,为合理调整农村产业结构、转移农业剩余劳动力,加快补农和建农步伐,实现治穷致富,起了重要的作用。但是,乡镇企业的负担过重,已成为一个突出问题。其主要表现是:上缴乡、镇政府的利润超过规定比例;上交乡、镇合作经济组织的利润被挤作它用;社会上的赠款、捐款和摊派的费用失去节制;行业主管部门收费不够合理,等等。由于乡、镇企业负担较重,不仅削弱了企业自我积累、自我改造、自我发展的活力,而且影响到企业改革的顺利进行。为了改变这种状况,盐城市作出规定:第一,对乡、镇企业上缴的利润实行限额。上缴给乡、镇政府的,只能占企业税前利润的10％,主要用于教育费附加、发展公益事业等社会性支出。上缴给乡、镇合作经济组织的,只能占企业税后利润的
