人权问题既有普遍性,又存在特殊性,人权必须由各国人民自己来实现,不能割断该国历史,不能脱离该国国情,人权是一个由很多要素所构成的多层次多方面的系统。
The issue of human rights is both universal and unique. Human rights must be realized by the peoples of all countries. It can not cut off the country’s history and can not be separated from the country’s national conditions. Human rights are a multi-level and multi-dimensional system composed of many elements.
