吸引、选拔海外高层次人才归国从政,是我国人才战略的一项重要工作。当前,有的海外高层次人才回国后已经走上中央和地方的领导岗位。但是,由于缺少体制“接口”、缺乏制度保障和认识不到位等原因,海外高层次人才回国从政仍存诸多阻力。近年来各地普遍加强了引进海外高层次人才的工作,但引进的基本是科技人才,包括科学家、技术专家、企业家等,充实到干部队伍的较少。海外高层次人才回国从政,主要存在以下制约因素:
Attracting and selecting overseas high-level talents to return to power is an important task for our talent strategy. At present, some high-level overseas personnel have embarked on the leadership positions of the central government and local governments after returning home. However, due to the lack of a system of “interface ”, the lack of institutional support and lack of understanding, overseas high-level talent still has many obstacles to return to power. In recent years, the work of introducing overseas high-level talents has been generally strengthened around the country. However, the basic science and technology personnel that have been introduced include scientists, technical experts and entrepreneurs, which have been added to the ranks of cadres.
