随着上海经济改革和发展,以及城市功能与地位的变化和产业、产品、技术组织结构逐步调整,上海市劳动力资源的开发与社会经济发展不相适应的矛盾,已从数量的不足转向劳动力结构、分布,个体素质与整体发展不适应的矛盾。展望二十一世纪,“九五”期间上海市劳动力资源开发面临的主要任务是优化结构、规格和提高劳动者素质,使之与社会经济发展、技术进步相适应,为二十一世纪的到来做好人力资源的准备。
