2015年4月22日 《联合国气候变化框架公约》秘书处发表新闻公报指出,为了迎接国际地球母亲日的到来,全球各地城市在该机构设立的“非国家行动方气候行动区”网站(http://climateaction.unfccc.int)上登出所采取的解决气候变化方面的行动达到500项。公报指出,城市所采取的行动能够大大促使各国今年就全球气候变化达成一项全面协议。
公报指出,这些城市包括荷兰的阿姆斯特丹、巴西的里约热内卢和日本的横滨,许多城市还提交了科学减排目标,以确保实现全球平均气温上升低于2摄氏度的目标。
公报指出,城市产生的与能源相关的排放占70%,而城市减少排放并建立复原力对政府制定气候计划提供支持至关重要,城市所开展的行动能够提高其他行动方对达成新的气候协议的支持。
《气候变化框架公约》执行秘书费格雷斯指出,在各国致力于今年12月在巴黎达成全球气候变化协议之际,非国家行动方面所采取的气候行动展现了他们促使世界变得更加健康和安全的决心,同时还能够促使政府就抗击气候变化做出更加雄心勃勃的决定。
April 22 2015 – Secretariat of UNFCCC released a press communique to celebrate the Mother Earth Day, 500 concrete actions were registered at the website "The Non-state Actor Zone for Climate Action" (http://climateaction.unfccc.int) by cities across the world. The communique said, the actions taken by cities could contribute greatly to the reaching of a comprehensive agreement on global climate change.
The Communique said, these cities include Amsterdam in Holland, Rio de Janeiro in Brazil, and Yokohama in Japan. Many countries submitted the target of scientific reduction of emissions to ensure the global average temperature rise less than 2℃.
It also said, the emission related with energy by the cities accounts for 70%. It’s essential for cities to reduce emissions, build resilience and provide support to the government to make climate plans, and the city actions can also boost other parties' support to the newly crafted climate treaty.
Executive secretary of UNFCCC Christiana Figueres said, given that the Paris climate treaty is going to be reached this December, climate actions adopted by non-state actors showed their resolution to make a healthier and safer world, which can urge the government to make more ambitious decisions in tackling climate change.
