2015年4月27日 国际劳工组织4月27日发布的最新研究报告显示,在全球范围内,超过半数的农村人口目前无法获得基本卫生保健服务,城乡之间的卫生“鸿沟”正在不断扩大,急需出台全面和系统性的有效举措加以应对。
劳工组织发布的此份题为《全球农村健康保障不平等证据》的报告是该机构首次就城乡卫生服务不平等情况进行深入调研后获得的结果。根据来自世界174个国家的最新统计数据显示,目前在世界范围内,平均56%的农村居民无法获得关键的卫生保健服务,比城镇地区22%的统计数字高出两倍多,而这个现象在发展中国家、尤其是贫困率高的国家和地区尤为突出。
国际劳工组织有关社会保障问题的专家阿德龙指出,在非洲,83%的农村居民无法获得卫生保健,是相关服务覆盖率最低的地区。城乡之间差别最大的地区则位于亚洲,无法得到关键医疗服务的农村人往往比城镇居民高出两倍以上。究其原因,主要是因为在过去几十年中,相关投入严重匮乏,使得扩大国家卫生系统的努力受到阻碍,进而造成农村地区卫生基础设施建设的忽视。同时,尽管各国法律明确规定,人人有权获得卫生保健服务,但在乡村地区,此类法令并未得到有效落实和执行。
April 27, 2015—According to a new report released on April 27 by the United Nations International Labor Organization (ILO), more than half of the global rural population is excluded from health care, and the major health access disparities between rural and urban areas around the globe is widening, a comprehensive and systematic package of measures is needed.
Global Evidence on Inequities in Rural Health Protection is a report of ILO conducted an in-depth research on the disparity between urban and rural inequality for the first time. According to the latest data collected from 174 countries, that 56 percent of people living in rural areas worldwide do not have access to essential health-care services – more than double the figure in urban areas, where 22 percent are not covered. This is particularly true in developing country, especially countries and regions with high rate of poverty.
Xenia Scheil-Adlung, Health Policy Coordinator at the ILO said, the highest number of people in rural areas who are not covered by essential health-care services is in Africa where it amounts to 83 percent. The largest differences between rural and urban areas, however, exist in Asia. Decades of underinvestment in health interrupted efforts to develop national health systems and ultimately resulted in the neglect of health infrastructure in rural areas. Everybody is entitled to receive health care service, which is specified in law systems of many countries. But in rural areas, such laws are hard to implement.
