第一条省各界人民代表会议由省人民政府呈请中央人民政府批准召集之。第二条省各界人民代表会议的参加单位及代表名额由省人民政府和省各界人民代表会议协商委员会共同商定之。尚未成立协商委员会之省,则由省人民政府决定之。第三条省各界人民代表会议代表资格:凡反对帝国主义、封建主义、官僚资本主义,赞成共同纲领,年满十八岁之人民,除患精神病及褫夺公权者外,不分民族、阶级、性别、信仰,均得当选为代表。
