中共中央组织部、国家经贸委、人事部最近联合发出《关于加强国有企业领导班子建设的意见》,要求各地党委、政府和有关部门采取切实措施,加强国有企业特别是国有大中型企业领导班子建设,为国有企业改革的顺利进行和生产的健康发展提供保证。 《意见》指出,国有企业领导班子总的状况是好的。大多数领导班子团结协作,开拓进取,带领企业广大职工,为企业的改革和发展尽心竭力,努力奋斗,涌现出了一批活力强、效益好,在国内和国际市场享有良好声誉的优秀企业。但是,也有一部分企业领导班子或领导成员政治、业务素质不高,领导能力不强,难以适应发展社会主义市场经济的需要。各级党委和政府必须引起高度重视,把加强国有企业领导班子建设摆到重要位置。 《意见》提出,加强国有企业领导班子建设,要突出重点,分类指导。重点是国有大中型企业。为了适应建立现代化企业制度的需要,当前首先要抓好国务院确定的100家现代企业制度试点企业领导班子建设,按照管理权限,对这些企业领导班子进行调整和充实。这项工作力争在今年年底前完成,以保证试点工作的顺利进行。对亏
