大型水利工程兴建时期的选择主要取决于国民经济发展的需要和工程本身的经济效益,并受技术条件和国家投资能力的制约。三峡工程地理位置适中,综合效益巨大,开发条件优越,现在兴建能较好地适应国民经济发展,取得显著的经济效益。经过几十年持续不断地研究,影响三峡工程兴建的重大技术问题已基本解决;兴建三峡工程所需要的投货比兴建其他同等效益的工程(替代方案)所需要的投资少,三峡工程投货占国民收入的比例比国内外已建的大型工程兴建时占当时国民收入的比例都低。因此,兴建三峡工程的条件已经成熟。从长江流域的经济发展、荆江河段行洪安全、一次能源和二次能源平衡、水库移民、解决施工通航难度和发展长江航运等方面来看,三峡工程早建有利。

Now, the construction of the Three Gorges Project can better adapt to the national economic development and achieve remarkable economic benefits. After decades of continuous research, the major technical issues that have affected the construction of the Three Gorges Project have been basically solved. The investment required for the construction of the Three Gorges Project is less than the investment required for the construction of other equivalent-benefit projects (alternative plans) The proportion of national income in China is much lower than the proportion of national income in the construction of large-scale projects built at home and abroad. Therefore, the conditions for the construction of the Three Gorges Project have matured. In view of the economic development of the Yangtze River Basin, the safety of flood and discharge at the Jingjiang reach, the primary energy and secondary energy balance, the reservoir resettlement, the difficulty in navigating the construction and the development of the Yangtze River shipping, the Three Gorges Project was built as early as possible.
