主题标引是对文献资料、档案整理资料、公文等进行的标注,对于阅读文件的人员来说容易理解,对于管理人员来说便于整合查找。这就要求做标引工作的相关工作人员对主题标引的具体工作流程要有一定的熟悉度。1999年2月国务院下发了关于主题标引的文件——《国务院公文主题词表》。这完全是为了办公自动化管理的方便执行。国务院要求在公文的结尾加注一主题词,规范化操作。各省有关部门根据自身的特殊情况和需要,在《国务院公文主题词表》的基本内容上做适当的扩充。以此为根据,在公文中实现规范化操作。
