公共服务的有效供给问题一直是困扰理论和实务界的难题。本文从全民共建共享角度探讨这一问题。从公共服务供给理论的演进角度来看,全民共建共享机制是公共服务供给理论发展的必然阶段。全民共建共享机制与公共服务供给的内在关联逻辑既根植于公共服务的公共性特征,又源于有效、足量和普遍供给公共服务的实践需求。基于以上理论分析,文章最后提出了我国构建公共服务的全民共建共享机制的思路。
The effective supply of public services has always plagued both the theory and the practice. This article explores this issue from the point of view of the common people to build and share. From the perspective of the evolution of the theory of public service supply, the mechanism of all-people building and sharing is the inevitable stage of the development of the theory of public service supply. The logic of the internal connection between the mechanism of common construction and the supply of public services lies not only in the public character of public services but also in the practical demand of effective, adequate and universal supply of public services. Based on the above theoretical analysis, the article finally put forward the idea of building a common mechanism for public service construction in our country.
