干部制度改革是政治体制改革的重要组成部分,是社会主义民主政治建设的重要内容,也是建立社会主义市场经济体制,迎接知识经济挑战的客观要求。干部制度改革如何定位?它的实际内容、基本目标、主要任务、价值取向和评价标准是什么?从总体上如何把握?搞清楚这些问题是搞好干部制度改革的重要前提。通过学习邓小平党建理论和江泽民同志的有关论述,分析总结近几年干部制度改革的实践经验与走势,我感到需要明确以下几点认识:
The reform of the cadre system is an important part of the political system reform and an important part of the socialist democratic politics. It is also an objective requirement for establishing a socialist market economic system and meeting the challenges of the knowledge-based economy. How to position the reform of the cadre system? What are the actual contents, basic goals, major tasks, values and evaluation criteria? How to grasp the overall situation? To clarify these issues is an important prerequisite for the reform of the cadre system. Through studying Deng Xiaoping’s party building theory and Comrade Jiang Zemin’s relevant discourse and analyzing and summarizing the practical experiences and trends in the reform of the cadre system in recent years, I feel it is necessary to make clear the following points:
