西部大开发人才是关键,人力资源的开发将为西部经济的发展提供强大的动力。目前,西部地区的人力资源素质低;人力资源机构不合理;人力资源投资回报率低;没有适应市场经济发展的人才机制。针对西部地区的人力资源投资的现状,今后必须大力发展教育事业,提高人力资源素质,培养人才;合理调整人力资源结构;用好现有人才,吸引人才,建立适应市场经济发展的人才机制。
The talent development in the western region is the key. The development of human resources will provide a powerful impetus to the development of the western economy. At present, the quality of human resources in the western region is low; the human resources institution is unreasonable; the return on investment in human resources is low; and there is no talent mechanism that is suitable for the development of the market economy. In view of the status quo of investment in human resources in the western region, we must vigorously develop education in the future, improve the quality of human resources and train qualified personnel; reasonably adjust the structure of human resources; make the best use of available talents to attract qualified personnel and establish a talent mechanism that is suitable for the development of market economy.
