目前,我国高等学校图书馆存在着严重的电子资源违规超时、超量下载的问题。为有效解决这个问题,需要制定具有针对性的图书馆构建和实施限制电子资源下载量的著作权政策。我国高校图书馆电子资源下载政策类型主要体现在原则规定型、时间规定型、数量规定型和综合规定型等几个方面,管理电子资源下载行为的著作权政策需要在提高认识的基础上,从表述规范、协议公开、注重宣传、加强贯彻等几个方面进行完善和有效管理。
At present, there is a serious problem of over-downloading and over-downloading of electronic resources in our university libraries. To effectively solve this problem, we need to set up a targeted library to build and implement a copyright policy that limits the download of electronic resources. The types of policies for downloading electronic resources in university libraries are mainly reflected in the aspects of principle type, time type, quantity type and comprehensive type. The copyright policy of managing the behavior of downloading electronic resources needs to be based on the cognition, Specification, agreement open, pay attention to publicity, strengthen the implementation of several aspects of sound and effective management.
