1983年4月30日,日本总理府公布了对以震灾为主的各种灾害进行民意测验和舆论调查的结果——绝大多数人认为地震是可怕的,但多缺乏准备。由调查结果来看,日本是遭受自然灾害尤其是地震灾害的危险性很大的“灾害列岛”,但是,一方面为此担心,另一方面却又认为自己居住的地方挺保险,因而很乐观,对地震灾害没有思想准备的人达70%。即使是在发生大地震可能性很大的东海地区和关东地区,在平时就考虑到避难等问题的人,也只有三分之一左右。调查于1982年11月上旬进行,对象为三千名二十岁以上的人,调查结果回收率为81%。灾害和安全感由“灾害”一词可联想到
On April 30, 1983, the Japanese Prime Minister’s Office released the result of a poll and opinion survey of various disasters that were mainly earthquake-stricken-the overwhelming majority considered the earthquake terrible but mostly lacking preparation. From the survey results, Japan is a “disaster island” suffering from natural disasters, especially earthquakes, but it is optimistic on the one hand for fear of being on the one hand, and on the other hand, thinking that where they live is quite safe 70% of those who did not have the mental preparation for the earthquake disaster. Even in the Tokai region and the Kanto region, where the possibility of a major earthquake is high, only about one-third are considered in peacetime as usual. The survey, conducted in early November 1982, targeted 3,000 people over the age of 20 with a survey recovery rate of 81%. Disaster and security are reminiscent of the word “disaster.”
