河北省鹿泉市采取四项措施,实施四个结合狠抓乡镇集体企业停产企业的“复活”工程。“四项措施”即:一是调查了解、摸清底数。摸清每个停产企业的企业资产、负债、占地面积、电力容量、停产时间、停产原因等基本情况,并登记造册,建立了停产企业档案。二是加强考核。把停产企业复活工作列入到全市政绩展示会和各乡镇年度工作考核中,进一步增加了各乡镇的压力,推动了复活工作的开展。三是因企制宜、分析症结、对症下药。通过分析企业停产原因,研究制定适合企业复活的具体方案,采用拍卖、租赁、承包、建立现代企业制度等形式促使企业早复活、早运转、早产生效益。四是有侧重地进行招商。引导各乡镇企业分别在《河北日报》、《石家庄日报》、燕赵都市报》等报刊上刊登停产、半停产企业招商启事,进行招商,收到了良好的效果。“四个结合”即:将停产企业“复活”与转制相结合,与调整产品结构相结合,与主管人员政绩相结合,与大专院校、大企业相结合。
