目前,我国的整体环境质量不容乐观,环境问题愈演愈烈。一方面是我国环境污染严重、生态破坏普遍,另一方面是环境执法面临大量操作性问题。解决环境污染和生态破坏制约经济发展的问题,扭转环境保护滞后于经济发展的被动局面,实现可持续发展,需要从多方面努力,重要的是提升观念,完善环境法制建设,实现多元化主体参与,并严格依法进行环境管理。实践证明,依法强化环境保护是解决环境污染和生态破坏问题的有效途径。
