1985年,党中央作出了《关于科学技术体制改革的决定》进一步明确了经济建设必须依靠科学技术,科学技术工作必须面向经济建设的战略方针。科技体制改革作为与经济体制改革相互配套的重大工程,受到全社会的关注和支持。五年多来,省科委在科技体制改革紧紧围绕科技与经济结合这个核心问题上,作了大量工作。他们从科技系统内部改革起步,来推动企业、农村及全社会的科技进步,先后进行了开放技术市场、改革科技拔款制度、放活科研单位和科技人员等改革工作。通过改革,新的科技工作观念得到确立,科技系统新的运行机制正在形成,促进了科技与经济的横向联合,推动了科技第一生产力的发展。改革的春意正浓。为了总结推广经验,进一步深化科技体制改革,本刊从1992年第1期开始,分期刊载我省科研单位改革的回顾与思考;我省科研单位的改革初见成效;坚持科技体制改革方向、进一步深化科研单位的改革等重要文章,供读者和有关部门参考。同时,愿我省的科技体制改革,在新的一年里,普降甘露。
