同治五年十一月,奕诉、文祥奏请在同文馆设立天文算学馆,吸收举人和举人出身的官吏报名肄习新开科目,以为自强之计。由于鼓励科甲正途人员报名并奉夷为师,这个创议在朝廷枢臣中间引起极大纷争,并在士大夫阶层引起舆论喧哗。京师同文馆增设天文算学馆所引发的论争,是洋务时期统治集团内部的第一场论争,其争论虽因最高统治者对政府行政操作系统与思想意识领域的相互制衡而停止,但却引发了清议政治的先声。以下对此加以探讨。
