2014年6月9日,黑龙江省人民政府下发了《关于印发“宽带龙江”战略及实施方案的通知》(黑政发〔2014〕11号),明确了“宽带龙江”战略的指导思想、基本原则和发展目标。方案提出了“宽带龙江”的技术路线,并将2014-2016年确定为提速普及阶段,重点推进宽带网络提速,加快扩大宽带网络覆盖范围和规模,深化应用普及,将大庆市和哈尔滨市建设成为“宽带中国”示范城市;将2017-2020年确定为优化升级阶段,重点推进宽带网络优化和技术演进升级,宽带网络服务质量、应用水平和宽带产业支撑能力达到全国中上水平,形成以“哈齐牡佳大”为核心的“宽带中国”示范城市群。方案提出要按照时限要求,努力完成培育壮大新兴服务业态,大力发展云计算、物联网和信息服务业;加快网络宽带化进程,推进宽带网络基础设施建设;大力发展4G网络建设,开发新的业务应用模式;提升农村信息宽带通信水平,缩小数字鸿沟;统筹信息网络布局,优化传输网络资源部署等五项重点任务。方案同时明确了加强组织领导、发挥行业引导作用、完善制度环境、规范建设秩序、加强人才队伍建设、加强行业交流等政策措施,并按照职责进行了相应的任务分工,确保“宽带龙江”战略的有效实施。
