洋务运动与戊戌维新是中国近代化进程中互相衔接的两个阶段.前者是低层次的社会改革运动,后者是高层次的社会改革运动,但二者紧密关联,不能割裂.它们之间并不存在根本性质的区别,不应该把它们对立起来.这就是本文要讨论的问题.一 19世纪60年代初,清王朝既遭受第二次鸦片战争的沉重打击,又面临着太平天国、捻军及各地农民起义的冲击,危机十分严重.洋务派为了“平内寇”,“御外侮”,拯救危机,打起“自强求富”的旗号,兴办洋务,倡导改革.政治上他们与人民大众为敌,充当清王朝的帮凶,是反动的.但他们所从事的洋务运动又代表了时代发展的方向,表现出了一定的进步性.
