随着我国教育改革的深入，终身教育学分银行的建设越显必要。韩国、香港和上海的建设实践证明：“政府主办、法律保障、政策推动、制度支撑”是构建终身教育学分银行建设的有力保障。借鉴其成功的经验，按照“政府主导，整体设计，多方参与，分步建设”的原则，构建我国终身教育学分银行。
