中国共产党第八届中央委员会第六次全体会議通过了关于人民公社若干问题的决議。决議指出,人民公社是人民的生产和生活的組織者,要办好敬老院,还要对老人在伙食上給以必要的和可能的照顾。赫魯晓夫同志在苏共第21次代表大会上的报告也談到:“随着我国向共产主义的前进,社会对每个人从生到老的关心也将日益加深。”这些指示充分說明了党对老人的关怀,只有在社会主义制度下,劳动人民才能真正过着幸福的晚年。这些指示也向生物学家、医学家和社会科学家提出了一項新的任务——开展老年学的研究,把对劳动人民老年时期的福利研究,建立在科学的基础上。
