Leftist thinking has always been that structural reform programs are dubious, and international lenders at the IMF and the World Bank have been abducted by neoliberal market fundamentalism. This criticism is not unreasonable, but with too much force. With the evolution of the Greek crisis, one important point is to understand that successful structural adjustment programs require strong ownership of the country. Even if the negotiators have overcome the recent crux of the problem, it will be hard to trust the implementation of the adjustment program if the Greek people can not be persuaded. Obviously, the current experience is so. Without structural reforms, the Greek economy will not be able to achieve sustained stability and growth, and Greece, an official lender’s unwillingness to refrain from implementing reforms, will have far more than the funds it requires.
