四年來内河航運工作,雖經過了不少的改革,取得了一定的成績,但在航運管理工作上,仍然還有一些缺點和不合理的現象,主要表現在:對船民的費稅多、負担重、運輸手續相當繁雜。據省内河航運後報稱:各地船民負担的各種經常費稅即有二十一種;貨運進出口的手續三十二道,要經過八個機關來辦理,從卸貨到裝貨開船,有的竟要往返的跑三十多次,引起船民不滿,同時也直接影響了物資交流和船民生活。为了改變上述不合理现象,適當的減輕民船費稅負担和簡化運輸手續。經本府第一六五與一六七兩次行政會議討論,作出如下决定:
