一、民主评估是新时期产业政策合法性的基础三十多年的改革开放,可以称为新中国社会经济的第一次转型。在这个过程中,产业政策不仅促进了产业结构的合理化,而且优化了资源在国民经济各部门之间的配置,为实现国民经济增长发挥了重要作用。实践证明,产业政策自身所具备的综合性、指导性和灵活性特点,契合了中国经济发展的多样性和不确定性。改革开放初期“让一部分人、一部分地区先富起来”的政策加剧了经济发展的非均衡性。针对目前我国社会经济发展的非均衡性和多元差异性,如果效仿西方自由市场经济的国家,仅仅依靠市场机制来实现产业发展,似乎难以达到后发国家快速发展的目标,因此,需要依托市场之外的产业政策的力量,促进经济走上快速发展的轨道。另一方面,建
