0 前言 T·C·V取自全面质量管理、关键线路法和价值工程的英文第一个字母,简称一体化管理方法。它是目标管理方法的一种转换体,起源于大型或特大型水电工程、交通工程的建设管理。例三峡工程、京九铁路、青藏铁路建设。由于工程恶劣的自然环境和特有的严格约束条件,在管理上具有多目标性,例工期、质量、安全、成本、效益、文明施工等都有极其严格的单项要求, 但是它们最终整体目标无一例外地不折不扣地要求达到全优。 1 基本原理 T·C·V一体化方法并不是T·C·V三种现代化管理方法的机械组合体,二者之间是有本质区别的。首先一体化方法中的三者之间不是相互独立的, 而是相互渗透、相互依赖、相互牵连、相互制约的。例
