2001年中科院人事工作会议指出,新世纪经济是以科学技术为基础的全球化经济,哪个国家能够拥有科技优势,有杰出的人才,哪个国家就能够在国际上呼风唤雨,占尽先机。因此,如何加强人才资源的管理与开发,不断挖掘、发现、培养和使用好人才,是我们各级领导和科研管理者面临的具有战略意义的研究课题。为了认真贯彻“引进急需人才、用好现有人才、稳定关键人才、培养未来人才”的指导原则,加强人才队伍建没,中国科学院广州分院、广东省科学院(以下简称“两院”)以本系统46名学科带头人和青年科技骨干为对象,进行了以“人才资源管理与开发”为主题的调查研究,旨在通过他们的视角和感受,来看我们工作中存在的不足和需要解决的问题。关于吸引人才的问题
