我县水利建设经历了50年代防洪保安,60年代除涝降渍,70年代“旱改水”和工程配套,80年代引进江水等四个主要阶段。先后开挖、治理、疏浚骨干河道20余条,总长500余公里;配套建筑物2.2万余座;建机电排灌站1260余座,装机7.8万马力。初步形成了调动自如的四大工程体系:沟通了两湖(微山湖、骆马湖)一河(大运河)江水北调的工程体系,郑集河丰沛县送水的东水西调工程体系,云龙湖送水的北水南调工程体系和王山灌区的t补引调蓄、综合治理工程体系。调水能力166立方米每秒,每年引进江淮水5亿多立方米。兴修水利,有效地控制了灾情,减少了损失,初步改变了农业生产条件。解放初期,全县粮食产量2.15亿公斤左右,近年稳定在10亿公斤以上,名列全国第五,被评为全国粮食生产销售先进县和江苏省粮棉生产销售先进县。
