认为政府在提供保障性住房这一公共产品时不仅应当提供建筑物本身,还应当涵盖建筑物建成以后的后期管理部分。在分析新加坡、香港、南京三城市保障房后期管理模式及相关数据的基础上,从所有权区分、政府及住户角色、管理费用承担、管理阶段划分、激励惩罚机制等五个方面,对三城市保障房后期管理模式进行了比较研究。结果表明,在维护被保障人基本居住权利的过程中,只有严格界定政府的责任,才能使保障性住房的后期管理进入可持续的轨道。
Think that the government should provide not only the building itself but also the later management part after the building is completed, when providing public goods of affordable housing. On the basis of analyzing the post-management mode of the social security housing in the three cities of Singapore, Hong Kong and Nanjing and the related data, this paper analyzes the protection of the three cities from the following aspects: the ownership differentiation, the role of the government and the household, the management fee commitment, the management stage division and the incentive and punishment mechanism Room late management mode for a comparative study. The results show that in the process of safeguarding the basic living rights of the guaranteed people, only by strictly defining the responsibility of the government can the post-management of the affordable housing be put on a sustainable track.
