随着我国社会主义建设事业的蓬勃发展,越来越多的铁路通向祖国的山区和边远地区,铁路隧道群、长隧道日益增多。目前我国在多隧道线路区段已实现了机车牵引动力内燃化(部分电气化)。内燃机车通过长隧道时排出大量废气,这些废气对隧道养护维修工人的身体健康是有一定影响的。为了确保工人健康和运输安全,迫切需要根据铁路运营隧道的具体特点,制订隧道内空气中内燃机车废气的卫生学标准,以供设计、运营和卫生部门使用,作为鉴定防护措施的依据。在党中央和毛主席发出“建设好西南三线”和“备战、备荒、为人民”的伟大战略
