提起国有森工企业,每个人心情都会复杂起来。几十年前, 当一支支伐木队伍, 开进荒无人烟的茫茫林海, 开进东北、内蒙古; 开进金沙江、雅砻江、秦岭、白龙江, 那时森工企业多么令人自豪。单就成绩而言, 当时的森工产值在全国工业产值中名列第4位。森工企业对国家的振兴功莫大焉。然而,时过境迁。随着国家经济全面发展,森工企业却面临着越来越大的困难, 一方面森工产值在国民经济中的比重逐年下滑,目前已降至第39 位;另一方面,越来越少的资源,越来越差的资源, 使得人口越来越多的企业无以为继。拖欠职工工资的现象也相当普遍。国有森工企业,走到了历史性抉择时刻。有人说要改革。可改什么?如何改?精简冗员,严控采伐量,把效益比较高的企业剥离出来, 把比较效益低的企业租赁拍卖出去……这些办法都在尝试,也取得了不少成效。然而,森工企业并不能因此而获得彻底的新生。毕竟,森工企业并不是一般的工业企业。在某种程度上说,它们就是一个个小社会。在这些小社会中, 资源与人口处在深刻的 矛盾之中。就传统的森工企业而言,靠传统的企业改革方法,已不能挽救森工企业于水火之中。对于这样一个过去战功显赫、如今困难重重而又拥有庞大人口基数的、占有森林资源使用权的国有森工企?
