提起国有森工企业，每个人心情都会复杂起来。几十年前， 当一支支伐木队伍， 开进荒无人烟的茫茫林海， 开进东北、内蒙古； 开进金沙江、雅砻江、秦岭、白龙江， 那时森工企业多么令人自豪。单就成绩而言， 当时的森工产值在全国工业产值中名列第４位。森工企业对国家的振兴功莫大焉。然而，时过境迁。随着国家经济全面发展，森工企业却面临着越来越大的困难， 一方面森工产值在国民经济中的比重逐年下滑，目前已降至第３９ 位；另一方面，越来越少的资源，越来越差的资源， 使得人口越来越多的企业无以为继。拖欠职工工资的现象也相当普遍。国有森工企业，走到了历史性抉择时刻。有人说要改革。可改什么？如何改？精简冗员，严控采伐量，把效益比较高的企业剥离出来， 把比较效益低的企业租赁拍卖出去……这些办法都在尝试，也取得了不少成效。然而，森工企业并不能因此而获得彻底的新生。毕竟，森工企业并不是一般的工业企业。在某种程度上说，它们就是一个个小社会。在这些小社会中， 资源与人口处在深刻的 矛盾之中。就传统的森工企业而言，靠传统的企业改革方法，已不能挽救森工企业于水火之中。对于这样一个过去战功显赫、如今困难重重而又拥有庞大人口基数的、占有森林资源使用权的国有森工企?
