油田基建建设作为油田资金支出规模最大、质量要求最高的工程项目之一,既是成本控制的前线,又是防范贪污腐败的阵地。因此,面对当前国际油价持续下行的严峻形势,实现基建项目“开源节流”已成为石油企业走出生产经营困境的必由之路,而基建项目综合监察则是油田基建项目达成成本节约和党风廉政双重目标的重要工具,但目前在综合监察实践中仍然存在体系框架和组织协调有待完善、思想认识和工作效率有待提升、评价考核和追责奖惩力度不足等问题制约了其作用的充分发挥。本文对此进行了分析并提出优化措施。

Therefore, in face of the current grim situation of continued declining international oil prices, the realization of infrastructure projects has become the only way for oil companies to get out of their difficulties in production and operation. Comprehensive supervision of infrastructure projects is a way to achieve cost savings and improve party conduct and clean government in oilfield infrastructure projects However, at present, the system framework and organizational coordination still need to be perfected in the integrated supervision practice, the ideological understanding and work efficiency need to be improved, and problems such as the lack of evaluation and rewards and rewards and punishments have restricted their full play. This article analyzes this and puts forward the optimization measures.
