瓦斯是煤矿生产中的最大隐患之一,在矿难事故中占据首要地位。我国又是煤炭生产大国,国内煤矿企业技术水平良莠不齐甚至还存在不少非法开采的小矿井。为此国务院、发改委安全监管总局、各省市自治区政府出台了各种有关安全生产的通知与规定,在其中瓦斯的监测被列为首要项目,任何煤矿都必须严格的按照规定进行生产作业。然而由于管理制度的不完善以及人们的心理因素,常常使得瓦斯的安全监测处于尴尬地位,因此如何有效的进行监测管理成为首要问题。
Gas is one of the biggest hidden dangers in coal mine production, occupying the primary position in the mine accident. China is another big country of coal production, the technical level of domestic coal mines varies greatly and even there are still many small mines illegally mined. To this end, the State Council, the NDRC SAFETY REGIONAL ADMINISTRATIVE REGION, the provinces, autonomous regions and municipalities have promulgated various notifications and regulations on safety in production, of which gas monitoring has been listed as the primary project and any coal mines must strictly carry out production operations in accordance with the regulations. However, due to imperfect management system and people’s psychological factors, which often make gas safety monitoring in an awkward position, so how to effectively monitor the management of the primary issue.
